The Santo Domingo Declaration is the outcome document of the Third Ministerial Summit and High Authorities on the Ethics of Artificial Intelligence in Latin America and the Caribbean, held on 25–26 June 2026 in Santo Domingo, Dominican Republic. Supported by UNESCO and CAF, it approves a Roadmap f2026–2027 focused on governance and regulation, talent and the future of work, protection of vulnerable groups, environment and sustainability, and infrastructure, building on prior summits in Santiago.
Declaration of Montevideo
Ministers and High-Level Authorities representing the countries gathered at the Second Ministerial and High-Level Authorities Summit on the Ethics of Artificial Intelligence in Latin America and the Caribbean, on October 3rd and 4th, 2024. Countries include Brazil, Chile, Colombia, Cuba, Curacao, Ecuador, El Salvador, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, Dominican Republic and Uruguay.
Cartagena de Indias Declaration for Governance, the construction of AI ecosystems and the promotion of AI education in an Ethical and Responsible manner in Latin America and the Caribbean
The Cartagena de Indias Declaration is a regional agreement signed by ministers and high authorities from seventeen Latin American and Caribbean countries in August 2024. Building on the 2023 Santiago Ministerial Summit on AI Ethics, it sets out commitments to strengthen cooperation on building AI ecosystems, promoting ethical AI education, and developing AI governance frameworks that respect human rights, sustainability and gender equity.
Declaration of Santiago
In October 2023, Santiago de Chile became the epicenter of a significant movement in the realm of Artificial Intelligence (AI) as it hosted the landmark Ministerial and High-Level Authorities Summit of Latin America and the Caribbean.
Recommendation on the Ethics of Artificial Intelligence
The UNESCO Recommendation on the Ethics of Artificial Intelligence, adopted on 23 November 2021, is a global normative framework guiding Member States and stakeholders to ensure AI systems benefit humanity while preventing harm. It outlines values, principles and policy actions covering the entire AI lifecycle, promoting human rights, transparency, inclusiveness, and international cooperation through voluntary implementation.
