OMB Memorandum M-25-22, "Driving Efficient Acquisition of Artificial Intelligence in Government," issued on 3 April 2025 by the Office of Management and Budget, provides guidance to United States federal agencies on procuring AI systems and services responsibly and cost-effectively.

Initiative overview

The memorandum is organised around three themes: ensuring the government and the public benefit from a competitive American AI marketplace by avoiding vendor lock-in and promoting interoperability; safeguarding taxpayer dollars by tracking AI performance and managing risk; and promoting effective AI acquisition through cross-functional engagement across agency officials. It covers the full AI acquisition lifecycle, from requirements identification and market research through solicitation, selection, contract administration, and closeout, and directs agencies to achieve full compliance within 180 days of issuance.
