Artificial intelligence is becoming an increasingly important driver of innovation, productivity and economic transformation. As governments work to realise these opportunities, international co-operation and practical governance tools are becoming essential to support trusted and interoperable approaches to AI.

At the 2026 OECD Ministerial Council Meeting, this side event will present two initiatives designed to help policymakers navigate AI governance in practice.

Opening remarks will be delivered by OECD Secretary-General Mathias Cormann and a representative of Japan’s Ministry of Foreign Affairs.

The first release of the OECD/GPAI AI Policy Toolkit will provide governments with practical resources to support the design, implementation and continuous improvement of AI policy. Drawing on international experience and regional co-creation processes, the Toolkit aims to strengthen policy learning and support more coherent approaches across countries.

The event will also present an updated version of the Hiroshima AI Process (HAIP) Reporting Framework, which supports transparency and the sharing of good practices for organisations developing advanced AI systems. Learn more about the framework here: Hiroshima AI Process Reporting Framework

This event is co-organised with the support of Costa Rica, Japan, and the United Kingdom. It will feature presentations and the opportunity to discuss recently developed tools supporting AI policy, including the first release of the AI Policy Toolkit and an updated version of the HAIP Reporting Framework.

This panel will examine national approaches to AI governance, highlighting policy experiences from different regions. It will draw on insights from the co‑creation workshops held in Southeast Asia, Latin America and the Caribbean, and Africa, reflecting on lessons learned, shared challenges, and opportunities to advance shared foundations of international AI governance. Speakers will also discuss how the AI Policy Toolkit can support governments in designing, implementing, and updating AI policies, and how it can further enhance cross‑country learning and collaboration.

This panel will include a presentation of the revised Hiroshima AI Process Reporting Framework, showcasing its key updates and enhancements. Drawing on lessons from the first cycle of reporting, speakers will explore how common reporting practices and transparency mechanisms can support national policy objectives and foster cross-border trust. They will also discuss how the revised reporting framework, by facilitating the sharing of good practices, tools, and metrics, can enable peer comparison, support innovation, and strengthen public confidence in AI.
