AI Index
The OECD AI Index aims to design and implement a synthetic measurement framework on Trustworthy Artificial Intelligence (AI), leveraging the framework of the ten principles for trustworthy AI contained in the OECD Recommendation on Artificial Intelligence.
Why an OECD AI Index?
The OECD AI Index aims to meet demand from policy makers for a comprehensive and authoritative index on AI, based on quality indicators. While developing their AI policies, policy makers need a framework that they can trust to assess not just the innovativeness of AI policies and practices but also their trustworthiness and benefit to people and planet.
Characteristics and value-add of an OECD AI Index
- Comprehensive: seek to cover all aspects of the AI ecosystem and of the OECD AI Principles and build on OECD.AI indicators and measurement work since 2018.
- Have widespread endorsement: be developed in consultation with AI experts from all stakeholder groups, as well as statistical bodies around the world.
- Authoritative: have a government-endorsed methodology.
- Novel: capture essential AI enablers such as AI policies and trust, AI compute and data, and AI environmental impacts that are not currently captured elsewhere.
- User-friendly: provide simple high-level figures and visualisations that can be easily understood, as well as deeper dives into specific national or sectoral data.
- Global and inclusive: cover as many countries as possible, although for some countries only a subset of indicators may be available.
- Inform the review of the OECD AI Principles in 2024: the review of the implementation of the OECD AI Principles is due to the OECD Council in 2024
- Practical / useful: include concrete use cases.
Co-chairs and Members
To ensure endorsement, soundness, and comprehensiveness of the OECD AI Index, the index is being developed in consultation and partnership with AI experts from all stakeholder groups and partners, and statistical bodies around the world. The expert group is assisting in the development of the index along its stages of development by providing policy and measurement expertise.
The expert group on OECD AI Index is composed by experts from Working Party on Artificial Intelligence Governance (WPAIGO), ONE.AI experts, experts from the Working Party on Measurement and Analysis of the Digital Economy (WPMADE), OECD Development Cooperation Directorate (DAC), Directorate for Financial and Enterprise Affairs (DAF), the Patrick J. McGovern Foundation (PJMF), Oxford Said Business School, the European Commission’s Joint Research Center (JRC); Stanford Institute for Human-Centered AI (HAI); the Center for Security and Emerging Technology (CSET) and Université Paris-Dauphine.
