ALIA (Spanish AI Infrastructure in Spanish and Co-Official Languages)

The ALIA initiative was launched to secure Spain’s strategic autonomy in the Artificial Intelligence landscape, providing a public and open AI infrastructure in Spanish and co-official languages for public administration, research and industry. Developed by the Barcelona Supercomputing Center (BSC) with funding from the Ministry for Digital Transformation and Civil Service. This project addresses the limited availability of open and transparent AI resources trained for Spanish and co-official languages  that lack the linguistic and cultural precision required for national administration.

While ALIA is a multilingual model, its core differentiator is the high density and quality of data in Spanish and Spain’s co-official languages (Catalan, Basque, Galician, and Valencian). By leveraging the technical expertise of the BSC and the MareNostrum 5 supercomputer, the government has created a foundational model that is aligned with transparency standards and representative of the nation's diverse reality. This investment ensures that the primary tools for the country's digital future are built on domestic, high-quality corpora.

Currently, ALIA is being integrated into the Spanish Public Administration to power digital transformation. Key use cases include simplifying administrative language for citizens (making government more accessible) and automating internal document classification.

As an open-source "building block," ALIA also empowers the domestic economy. It allows SMEs, researchers, and developers to build specialized applications on a secure, sovereign foundation. This strategy prevents vendor lock-in, ensures that the economic and strategic value of AI remains within the national ecosystem, and guarantees that the AI tools used by the State are aligned with national values and administrative reality.
