Andrés Barreneche is an Economist and Policy Analyst at the OECD’s Directorate for Science, Technology and Innovation, where he has been informing international technology policy since 2014. He currently leads expert dialogues and produces policy reports to guide decision-makers on the main challenges and opportunities of quantum technologies.
Beyond his work on quantum, Andrés has advanced OECD analyses on the adoption of artificial intelligence in firms, identifying enabling conditions, barriers and effective policy levers. He was also responsible for the development of the EC/OECD STIP Compass portal, a global knowledge hub for the analysis of science, technology, and innovation policy.
Andrés holds a BSc in Industrial Engineering from the Universidad de Los Andes (Colombia), an MA in Economics from Ritsumeikan University (Japan) and a PhD in Management Science from the University of Paris-Sud (France).
