Buhong Taing

Mr. TAING Bunhong specializes in normative drafting, with about a decade’s experience in the government. He began drafting in the extractive industry, then moved to the Council of Jurists, reviewing draft laws and regulations ministries submitted to the Council of Ministers. In 2021, he began focusing on digital regulations, contributing to legal and policy drafting in data protection, cybersecurity, AI, space, and telecommunications domains. His major works include working-level pen-holding for the National AI Strategy, Draft National AI Governance Framework, and Draft National Space Policy.
In 2023, he was appointed Director of Policy and Legal Affairs of the Digital Government Committee. Since April 2026, he has been the Head of Secretariat of the Ministry of Post and Telecommunications’ AI Working Group.
Mr. TAING holds a BA in Law (American University of Phnom Penh) and an LLM in Drafting Legislation, Regulation, and Policy (University of London) via the Chevening Scholarship.
