Hugo Lavigne joined the OECD Tokyo Office in August 2024 as Executive Assistant to the Head of Office. He supports the Office’s engagement with Japan and Southeast Asia, working closely with academia, international organisations, and diplomatic missions from Southeast Asian and OECD countries.

An engineer by training, Hugo graduated from Télécom Physique Strasbourg with a focus on physics and modeling. He holds a double Master’s degree in the physics of medical imaging from the University of Strasbourg and studied biomedical engineering at the Tokyo Institute of Technology.

Before joining the OECD, he served as Deputy Attaché for Science and Technology at the Embassy of France in Japan, promoting bilateral scientific cooperation through policy dialogue and major events such as the G7 Science and Technology Ministers’ Meeting 2023.
