H.E. Paula Bogantes Zamora has served as Costa Rica’s Minister of Science, Innovation, Technology and Telecommunications since 2023. She holds a Master’s degree in International Trade and Markets from LEAD University and a specialisation in organisational leadership from Georgetown University.

Prior to her ministerial role, she served as Vice Minister of Foreign Trade, as a consultant for the Inter-American Development Bank, and as sector manager for Digital Technologies at Costa Rica’s Investment Promotion Agency (CINDE). She has been a leading voice in positioning Costa Rica within the global discussion on artificial intelligence, overseeing the development of the country’s first national AI strategy.
