The AI Act is the first-ever legal framework on AI. It seeks to address the risks of AI and position Europe to play a leading role globally. The Code of Practice helps industry comply with the AI Act legal obligations on safety, transparency and copyright of general-purpose AI models.

Initiative overview

The AI Act entered into force on 1 August 2024, and will be fully applicable 2 years later on 2 August 2026, with some exceptions. It sets out risk-based rules for AI developers and deployers regarding specific uses of AI. It aims to address risks by categorising them into four different levels: unacceptable risk, high risk, limited risk, and minimal risk. The Code of Practice (published in July 10, 2025) is a voluntary tool that helps industry comply with the AI Act legal obligations on safety, transparency and copyright of general-purpose AI models. In the following weeks, Member States and the Commission will assess its adequacy. Additionally, the code will be complemented by Commission guidelines on key concepts related to general-purpose AI models, to be published still in July.
