A federal guidance letter from the Department of Labor directing state and local workforce development boards to use WIOA funding to integrate AI literacy and skills training into programmes for youth, adults, and dislocated workers.

Initiative overview

Issued in August 2025 by the Employment and Training Administration (ETA) as Training and Employment Guidance Letter No. 03-25, implementing Executive Order 14277 ('Advancing Artificial Intelligence Education for American Youth'). The guidance encourages state and local workforce development boards (LWDBs) to use Workforce Innovation and Opportunity Act (WIOA) Title I Youth, Adult, and Dislocated Worker programme funds to: provide AI literacy training; integrate AI learning into existing programmes; partner with employers, education providers, and other organisations to expand access; and create AI skills development pathways for participants facing barriers to employment. Guidance is non-prescriptive, preserving local flexibility. A complementary AI Literacy Framework (Training and Employment Notice No. 07-25) was released in February 2026, defining five foundational AI literacy content areas and seven delivery principles. The framework aligns with the White House AI Action Plan (July 2025) and the America's Talent Strategy (August 2025, joint DOL/DOC/DoEd). Target audience is the entire US public workforce system and its participants.
