- The Ethical Framework for AI provides a set of ethical principles that should be considered in the design, development and implementation of AI systems. The document describes a methodology for determining how these principles should be considered and implemented in countries such as Colombia. Additionally, it includes a toolbox that describes a series of strategies that can be implemented to develop these principles in public entities.
In turn, this document seeks to provide a soft law guide of recommendations and suggestions to Public Entities, to address the formulation and management of projects that include the use of Artificial Intelligence (AI). This guide brings together international practices that are not mandatory for any of the entities but that are presented as recommendations.

- The Fourth Industrial Revolution is having considerable impacts in Colombia and the digital transformation has been accelerated in the context of COVID – 19. There is also evidence of progress in the adoption of artificial intelligence in areas such as Healthtech.
- This framework was conceived and described in the Colombian AI Strategy (Conpes 3975, 2019). The Strategy highlighted the importance of developing a series or principles that shoud guide the design, implementation and development of AI in Colombia. Additionally, the ethical framework answers to a new direction in the regulatory process, especially in the regulation of emerging technologies. This strategy has been designed by the National Advisor for Digital Transformation, Victor Munoz. The purpose of the Colombian government is to develop a regulation that is evidence-based. The ethical framework allows the country to address ethical challenges while collecting evidence that allows Colombian authorities to consider a regulatory framework in the future and only in those specific cases in which the regulation seems to be required.
To promote the discussion on the ethics of artificial intelligence and its implementation in Colombia, the Ethical Framework for Artificial Intelligence in Colombia was launched for discussion. There have been 6 discussion tables on the latter led by the Berkman Klein Center from Harvard University, the Development Bank of Latin America (CAF) and the Inter-American Development Bank (IDB). A total of more than 50 national and international contributors participated in these roundtables. Participants included Unicef, the World Economic Forum, Oxford University, the Council of Europe, the OECD and members of the European Parliament.
