The Decálogo Ético para el Uso de la IA is a formal framework issued by Ecuador’s Superintendencia de Competencia Económica (SCE). It establishes ten mandatory principles, including human oversight, transparency, and data protection, to ensure AI tools support public service without replacing human judgment. Rooted in national law, it guides officials toward the ethical, non-discriminatory, and secure use of technology.

This guide establishes the official framework for overseeing AI use within the SCE. Its purpose is to ensure that technological tools comply with ethics, information security, and personal data protection. It defines a seven-phase audit process, ranging from initial planning to the follow-up of improvements. Furthermore, it mandates human supervision for critical decisions and strict adherence to legal regulations.
