Indonesia’s National Artificial Intelligence Roadmap (Peta Jalan Kecerdasan Artifisial Nasional), led by the Ministry of Communication and Digital, sets implementation priorities for 2025–2029. It operationalises and aligns with the National AI Strategy (STRANAS KA) 2020–2045 to support Indonesia Emas 2045 by focusing on ethics and governance, talent development, infrastructure and data, research and innovation, investment, priority use cases, and monitoring and evaluation mechanisms.

Initiative overview

The roadmap addresses opportunities arising from the accelerating adoption of artificial intelligence alongside challenges identified at national level, including gaps in ethical readiness, infrastructure capacity, data availability, investment, research funding, and the supply and distribution of AI talent. It highlights risks such as algorithmic bias, privacy violations, data security issues, and the misuse of AI, while recognising Indonesia’s growing digital economy, high internet penetration, and increasing use of AI across government, industry, and society as key assets to build upon.

Its policy focus is organised across several interrelated axes, covering ethics and governance, policy and regulatory coherence, human capital development, infrastructure and data, research and industrial innovation, investment and financing, and the deployment of priority AI use cases. The roadmap identifies targeted application areas intended to deliver visible impact, including food security and agriculture, health services, education, economic and financial activities, and public administration. These priorities are linked to expected outcomes such as improved public services, higher productivity, expanded AI literacy, and broader adoption of responsible AI solutions.

Implementation relies on multi‑stakeholder involvement, with coordination among government institutions, academia, industry, associations, civil society, and other actors. Governance arrangements emphasise ethical principles such as fairness, transparency, accountability, data protection, security, inclusiveness, and human oversight across the AI lifecycle. The roadmap also provides for monitoring and evaluation of the implementation of strategic initiatives, using indicators and periodic review mechanisms coordinated at national level to ensure continued alignment with development priorities.
