Nobuhisa Nishigata (Mr.) is a senior policy officer at the Ministry of Internal Affairs and Communications of Japan.

Before taking up current position, Nobuhisa worked  in OECD from 2017 to 2021,  serves as an economist and policy analyst on Artificial Intelligence (AI) .  He has been engaged in the formulation of OECD AI Principles (adopted in May 2019) and the creation of OECD.AI Policy Observatory (launched in February 2020), among others. Before that, he worked at MIC-Japan in a wide range of senior functions including regulatory authority of telecommunications and broadcasting as well as the development of ICT strategies of Japan. Nobuhisa acquired his MBA from the Peter Drucker School of Management at Claremont Graduate University, USA, and bachelor’s degree in agriculture from the University of Tokyo, Japan.
