This report examines how EU Member States are implementing national strategies and policy initiatives to foster the development and adoption of artificial intelligence (AI) in accordance with the European Union Coordinated Plan on AI. It draws on findings from an ad-hoc survey and interviews with policymakers conducted in 2024. The report maps policy actions across data, infrastructure, research, support for firms, and skills, alongside initiatives by Member States in five key sectors: mobility, health, agriculture, the public sector, and climate and environment. Additionally, it provides country-specific notes for each EU Member State.

About the European Union Coordinated Plan on Artificial Intelligence

The European Union Coordinated Plan on Artificial Intelligence is a strategic initiative developed by the European Commission and EU Member States to promote development, deployment and use of AI technologies across the European Union. It is structured around four pillars:

  1. The first pillar focuses on creating the enabling conditions necessary for AI development and adoption across the European Union
  1. The second pillar aims to make the European Union the right place for AI excellencefrom laboratory research to market applications.
  2. The third pillar is centred around ensuring that AI works for people and is a force for good in society.
  3. The fourth pillar concentrates on building strategic leadership in high-impact sectors.
