
Fumiko Kudo
Specially Appointed Associate Professor - University of Osaka
Fumiko Kudo is a Specially Appointed Associate Professor at the Research Centre on Ethical, Legal, and Social Issues at the University
of Osaka. Before assuming her current role, she served at the World Economic Forum’s Centre for the Fourth Industrial Revolution Japan and other prestigious organisations. Specialising in information law, she has co-authored publications such as “AI and the Constitution” and “Robots, AI, and the Law” (both available in Japanese). Her research focuses on the governance of data and AI, where she has played a key role in shaping AI policy by providing expert advice to government and corporate advisory bodies. In 2023, she organised the G7 official public-private event, the “Digital Transformation Summit,” which was cited in the Ministerial Declaration from the G7 Digital and Tech Ministers’ Meeting. She is also a member of the Cabinet Office’s “Panel on AI Systems,” established in August 2024, which made recommendations that laid the groundwork for AI legislation in Japan.
