Hillary Halim

Hillary Halim is the Counsellor for the Department of Industry, Science and Resources based at the Australian Mission to the European Union (EU) in Brussels, Belgium. Hillary is responsible for advancing the relationship, bilaterally and in relevant multilateral fora, between Australia and the European region. This includes the EU and its member states, the United Kingdom and at the Organisation for Economic Co-operation and Development (OECD).
Hillary is responsible for engaging on a range of policy matters, including critical minerals and value chains, critical technologies, clean energy technologies, net zero industries and science research and innovation. Hillary represents Australia at OECD Committees and Working Parties on science, technology and innovation, industry and entrepreneurship and digital policy.
Hillary was most recently responsible for developing Australia’s industrial policy on green metals and decarbonisation of heavy industries. In particular, she led the development of the Industrial Sector Decarbonisation Plan under the Australian Government’s Net Zero 2050 Plan to help guide the country’s transition to a net zero economy by 2050. She has represented Australia at the G20, APEC and WTO committees on standards and conformance activities.
Hillary previously worked at the Department of Foreign Affairs and Trade (DFAT) in a range of foreign policy, trade and economic, and corporate roles. She previously served overseas in Paris, France and Port Vila, Vanuatu. Hillary brings a wealth of private sector experience in Australia’s mining, resources and energy sectors.
