Joseph Phillips
International Artificial Intelligence Policy Advisor - Department for Science, Innovation, and Technology
Joseph is an International Artificial Intelligence Policy Advisor at the UK Government Department for Science, Innovation, and Technology (DSIT). He leads the UK’s AI-related engagement at the OECD, such as in the Working Party on AI Governance (AIGO), the OECD-African Union AI Dialogue, and the Expert Group on AI Futures. He also represents the UK in the Global Partnership on AI (GPAI) and manages bilateral relationships with several non-European countries, such as India, Japan, Singapore, and Canada.
Prior to his current role, Joseph worked as a Research & Development Investment Policy Advisor at the UK Government Department for Business, Energy, and Industrial Strategy (BEIS) and an Associate Signal Assessor at the Medicines & Healthcare products Regulatory Agency (MHRA). He holds an MSci degree in Cell Biology (First Class Honours) from University College London (UCL), where he conducted research assessing the impact of GBA1 gene mutations linked to Parkinson’s Disease on mitochondrial and lysosomal function.
