Julia Mykhailiuk is an AI governance expert specialising in GPAI models, systemic risk oversight and multilateral policy coordination. She has contributed to the implementation of the EU AI Act and provided policy input to the European Parliament, European Commission and the EU AI Office on Codes of Practice for general purpose AI model providers and accompanying technical evaluation guidelines. Her work translates applied understanding of GPAI models and high risk AI systems into tailored regulatory frameworks. She also contributed to the Hiroshima AI Framework Process, UNESCO’s assessment of AI in judicial systems, and international policy dialogues on AI safety across Europe, the United States and the Indo-Pacific. Her work supports development of governance coordination mechanisms that align technological innovation with societal wellbeing and democratic resilience. Julia holds multiple fellowships at international think tanks and research institutes where she also mentors emerging AI policymakers and advises government agencies on technical standards, capability evaluations and systemic risk mitigation in frontier AI models. Her current research examines how frontier AI models are reshaping geopolitical power dynamics through their integration into economic governance, foreign policy, and national security frameworks.
