
Juraj Bilić
Assistant Director for AI - Croatian Academic and Research Network (CARNET)
Juraj Bilić is a leading expert in digital transformation and artificial intelligence in education. Holding a master’s degree in Economics from the University of Osijek and a specialist master’s in AI from the Polytechnic Universities of Madrid and Milano, he has driven major digital initiatives, secured substantial EU funding, and influenced key policy reforms to align education with global standards.
Juraj started his career at CARNET in 2012, focusing on EU-funded projects. He initiated and co-developed the e-Schools pilot, a €39 million initiative that laid the foundation for digital transformation in Croatian schools. Building on its success, he designed the national e-Schools program, managing a €180 million budget to enhance digital maturity among teachers and schools. In 2020, e-Schools was recognized as the best educational project by the European Commission.
As CARNET’s Deputy Director from 2021, Juraj launched the BrAIn project, a flagship initiative aimed at improving critical thinking, AI literacy, and digital competencies. In 2024, he became Assistant Director for AI, continuing to lead BrAIn while overseeing research, development, and the integration of AI in education. His efforts have positioned Croatia among the few countries globally to introduce AI as part of the primary school curriculum.
Since 2022, Juraj has been an active member of the OECD Working Party on AI Governance, contributing to global AI policies and a new definition of AI system. He represents Croatia in the European Commission’s DELTA Working Group and the Safer Internet Expert Group, working on digital education and online safety. He also has an active role in the Council of Europe’s Committee on AI, contributing to the first Convention on AI, Human Rights, and the Rule of Law.
Overseeing more than €200 million in educational projects; initiating and developing digital transformation of Croatian education system; introducing AI curricula into Croatian primary and secondary schools; contributing to the Framework Convention on Artificial Intelligence, Human Rights and the Rule of Law; and contributing to the global definition of AI system.
