William Carter is Global Policy Lead for Responsible AI, AI Governance and AI Regulation at Google, leading Google’s engagements with policymakers on AI governance and regulation, as well as Google’s internal policies around responsible AI development and AI governance. Before joining Google he was Deputy Director of the Technology Policy Program at CSIS, where his research focused on international technology policy and AI innovation and governance. He has testified before the U.S. Congress and spoken at events and conferences around the world, and participated in Track 1.5 dialogues on cyber and AI policy with China, Russia, India, Australia and the EU. Before joining CSIS, he covered geopolitical risk and the technology and telecom sectors at Goldman Sachs.

Mr Carter graduated from New York University with a B.A. in economics.
