The National Artificial Intelligence Strategy has been prepared in line with the Eleventh Development Plan and the Presidential Annual Programs. The strategy reveals the measures that will put our country's work in the field of artificial intelligence (AI) on the common ground between the years 2021-2025 and the governance mechanism that will be established to implement these measures.

The MEB Smart Legislation Assistant is an AI-powered tool that helps Ministry staff quickly access and understand official legislation. It allows users to ask questions in plain language and receive structured answers supported by official legal sources. The system reduces time spent searching complex legal texts and improves accuracy in administrative decision-making.

This initiative provides guidance on how personal data should be handled throughout the lifecycle of generative AI systems. It is intended for organisations and individuals who develop, deploy or use generative AI systems that may process personal data. The guideline was developed to address privacy risks arising from the adoption of generative AI systems and to promote responsible and rights-respecting use of these technologies.

KAŞİF is an AI-based big data risk analysis system developed by TÜBİTAK BİLGEM for the Republic of Türkiye's Ministry of Treasury and Finance. It analyses daily tax and financial data of over four million taxpayers to identify risky behaviour. The initiative was developed to overcome the limits of rule-based audits and enable early detection of tax fraud, fake invoices and unjustified VAT refunds.

The Medium Term Program, which initiates the budget process, is a main policy document that covers macro policies, principles, the Government's macroeconomic targets, revenue and expenditure forecasts for the next three years, budget balance and debt levels, and appropriation ceilings for public administrative bodies.
