The Eleventh Development Plan presents a long-term perspective based on the vision of stronger and more prosperous Turkey that produces more value added and shares more fairly. Over the Plan period, through a human centric, participatory, inclusive, accountable, transparent and efficient approach, it will be ensured that the objectives and goals set out in the Plan are bought in by all sections of the society and fundamental steps are taken to achieve the Plan's vision.

KOBIGEL is an enterprise development, growth and internationalisation support programme to increase the share and contribution of SMEs in the economy and to support the SME projects for improving their competitive power and the added value that they provide.

This project will serve as a decision support system by offering the artificial intelligence algorithms considered to pave the way for many other practices in Turkey to the service of world of medicine.

This support model aims to facilitate collaboration between companies seeking artificial intelligence solutions and relevant stakeholders. The model encourages companies to form a consortium comprising a technology provider, a university research laboratory/center or a public research center/institute with expertise in artificial intelligence, and the Scientific and Technological Research Council of Turkiye Artificial Intelligence Institute.

TUBITAK has been publishing calls for project proposals on AI within its mission oriented support programmes since 2012, as well as in the scope of bottom up programs.

Union of Chambers and Commodity Exchanges of Turkiye (TOBB) and Global AI Hub are collaborating for the AI Education and Awareness Project. It aims to increase qualified human resources and contribute to the AI ecosystem with the training to be given within the scope of the project.‹

We have initiated to work on developing a trust stamp that indicates that trustworthy AI was used in the AI-enabled products to enhance customer trust. In this regard, studies on determining criteria and metrics continue with the Turkish Standards Institute. Expert group meetings are held and methodology determination activities are carried out by examining international studies.

The benign and malignant anomalies in mammography images are labelled by radiologists using the labelling tool developed within the Presidency Digital Transformation Office. AI-models will continue to be developed with open source data sets.

Turkey Academy of Sciences (TUBA) has established the Working Group, drawing attention to the academic perspective needed a multi-dimensional approach has established a multi-disciplinary structure and the social problems as well as the economic benefits of technological developments.

The Medium Term Program, which initiates the budget process, is a main policy document that covers macro policies, principles, the Government's macroeconomic targets, revenue and expenditure forecasts for the next three years, budget balance and debt levels, and appropriation ceilings for public administrative bodies.

The Digital Youth Artificial Intelligence Ecosystem was created to bring together student clubs related to artificial intelligence (AI) at universities affiliated with Y–K. The aim is to support the development of a qualified workforce in these fields through practice-based training, competitions, and post-training career awards.

The cooperation platform serves as a dynamic nexus, uniting public institutions, organizations, industrial entities, and R&D infrastructures engaged in the research, development, application, and dissemination of Artificial Intelligence, Data Science, Robotics, and related technologies. Its overarching mission is to expedite the implementation of multidisciplinary projects, leveraging national resources and opportunities to drive the creation of economic, technological, and social value.

Established under the auspices of the Ministry of Industry and Technology, with the partnership of IT Valley and the Scientific and Technological Research Council of Turkiye Turkish Management Sciences Institute, the "Turkiye Open Source Platform" continues its activities to develop the open-source ecosystem with its stakeholders consisting of public and private sector companies, NGOs, universities, educational institutions, and communities.

There are currently ongoing efforts to launch a National Data Dictionary (NDD) in order to solve a number of problems such as the challenges of integrating information systems of public institutions and organizations, duplicate and conflictive data, lack of a common language in information systems and unknown data ownership. The NDD has started the process of standardizing data, and a Data Dictionary Portal has been established under the auspices of the Digital Transformation Office.

With this project, it is aimed to prepare the user-friendly and high-performance libraries and data sets required for the processing of Turkish texts and to establish the distribution infrastructure of the clusters, and to provide the data and tools.

TRUBA, which has more than 1900 researchers from 114 different universities, provides direct service to contribute to scientific studies, carries out joint projects with different public institutions and research institutes and took part in 13 European Union Framework Programme Projects since its establishment, is an e-Infrastructure of strategic importance in the national sense.
