Initiative overview

The Recommendations on the Ethics of Artificial Intelligence is a national policy guidance document prepared by the Ministry of National Education to ensure the ethical, safe and responsible use of artificial intelligence in education. Developed in alignment with the Artificial Intelligence in Education Policy Document and Action Plan (2025–2029), the National Artificial Intelligence Strategy and the Century of Türkiye Education Model, the initiative establishes a human-centred and value-based ethical framework for AI use.

The initiative addresses key ethical risks associated with artificial intelligence, including data privacy violations, algorithmic bias, lack of transparency, and the protection of children’s rights. It provides comprehensive recommendations for all education stakeholders, including developers, service providers, students, teachers, school administrators and parents. Core principles include human dignity, fairness, accountability, transparency, data security, proportionality and inclusiveness.

The document defines clear guidance on privacy-by-design, human oversight of AI-supported decisions, explainability of algorithms, bias monitoring, child safety measures, and ethical governance mechanisms. It emphasises that AI systems should support, not replace, human judgement in critical educational decisions and must always operate under human supervision.

Results, outcomes and impacts

The initiative has established a national ethical reference framework for AI use in education and increased awareness among key stakeholders. It supports safer AI deployment, improved data protection practices and stronger accountability mechanisms. Expected future impacts include reduced ethical risks, increased trust in AI-supported education systems, improved protection of children’s rights and greater alignment with international AI ethics standards. Implementation is supported through institutional guidance, training activities and policy alignment.

Challenges and lessons learned

Key challenges include ensuring consistent ethical awareness across diverse stakeholder groups, addressing algorithmic bias risks and protecting sensitive child data. These challenges are mitigated through clear ethical principles, stakeholder-specific recommendations and alignment with data protection legislation. A key lesson learned is that ethical AI requires continuous human oversight, institutional commitment and education-wide awareness. Ethical guidance must be practical, inclusive and adaptable to evolving technologies to remain effective.
