The Twelfth Development Plan covers all areas of Turkiye development for the next four years from a holistic perspective and whole-of-government approach. One of the main priorities of the plan is digital technologies including AI.

Initiative overview

The Development Plan aims to provide a long-term perspective and unity of purpose for all members of society. The development process has followed a holistic approach based on the principles of human orientation, participation, inclusiveness, accountability, and transparency. The Plan was developed through a participatory approach with contributions from the public sector, private sector, civil society representatives, and academic circles. During the preparatory phase, 60 specialized commissions and 27 working groups were established, and approximately 8,500 people participated in the meetings. Opinions and suggestions on the Plan priorities were received from over 43,000 participants through an online 'citizen survey'. Additionally, the Plan text was informed by over 60 years of planning experience, consultations with non-governmental organizations (NGOs), academics, private sector representatives, and public institutions and organizations, including ministries. The results of these consultations were carefully considered in the preparation of the Plan.The initiative has the following objectives:- The development of fundamental artificial intelligence technologies will be supported and their use will be widespread.- Collaboration between the public, university, and private sectors in the field of artificial intelligence will be enhanced.- International cooperation in the field of artificial intelligence will be increased.- Necessary legal arrangements will be made for the needs arising from artificial intelligence technologies.- The legal and ethical framework for artificial intelligence applications will be established.- A public data space infrastructure will be implemented to enhance institutional capacity through inter-agency advanced data analytics and artificial intelligence projects.
