The DİLİM Platform is an artificial intelligence-supported initiative designed to help all citizens aged seven and older learn foreign languages through an interactive and gamified mobile and web application. It was developed to provide a personalized learning experience that allows users to practice reading, writing, speaking, and listening at their own pace, regardless of their starting level.

Initiative overview

The DİLİM Platform, or Foreign Language Learning Platform, is a comprehensive digital education initiative by the Republic of Türkiye Ministry of National Education (MoNE), designed for all Turkish citizens aged seven and over. It aims to transform foreign-language education into a gamified, interactive and personalised learning experience tailored to different age groups.

By providing accessible digital content, the initiative overcomes the limitations of traditional methods and offers a modular structure integrated with national educational software systems. The initiative enables users to develop the four core language skills, reading, writing, speaking and listening, through interactive activities aligned with the Common European Framework of Reference for Languages (CEFR).

The technical infrastructure supports at least 10,000 simultaneous users without performance degradation, ensuring reliability and nationwide scalability.

The project is structured around three main phases. Phase 1 focused on developing student modules for web and mobile platforms. Phase 2 expanded the ecosystem to include system-management, teacher and parent modules, strengthening institutionalisation and integration with national authentication systems such as EBA and e-Devlet single sign-on. This integration enables teachers to assign tasks within the system and allows parents to monitor their children’s progress.

The project is currently in Phase 3, which centres on advanced artificial intelligence integration. In this phase, AI-powered assistants are being incorporated, particularly for speaking and writing skills. Through AI-supported speaking and writing assistants, users receive real-time feedback and structured practice opportunities, enabling them to improve their pronunciation, fluency, coherence and grammatical accuracy.

These intelligent tools allow learners to practise conversational dialogue and written expression in a safe, interactive environment tailored to their individual proficiency levels.

Looking ahead, the DİLİM Platform will continue to expand beyond English to include additional languages. Built on a Kubernetes-based scalable architecture, the platform is designed to accommodate a continuously growing user base. Sustainability is supported through continuous content updates, technical maintenance and alignment with evolving mobile operating systems.

By centralising development and governance under the Ministry, the initiative aims to create a sustainable, AI-enhanced national foreign-language learning ecosystem and foster a linguistically proficient society.

Results, outcomes and impacts: The DİLİM initiative has successfully deployed its student modules, serving citizens aged seven and over across three age-specific categories. Observed impacts include structured progress in the four main language skills through interactive content. Success is measured through real-time statistics, including correct-answer counts, skill-based performance graphs and usage-time tracking. The platform is technically designed to support at least 10,000 simultaneous users. Future outcomes include improved educational oversight through Phase 2’s teacher and parent modules.
