Initiative overview
The AI-Enabled National Educator Competency Assessment was developed to address a key governance challenge: the absence of consistent, system-wide evidence on educator competencies at national scale. Prior to this initiative, workforce decisions related to professional development, performance management, and career progression relied on fragmented data sources. The Ministry of Education sought to establish a transparent, fair, and scalable national model capable of generating reliable competency insights across all Emirates. The initiative operationalises the National Educators’ Competency Framework through an AI-enabled adaptive assessment system deployed via the Kafaat talent management platform. The system applies adaptive testing methodologies that adjust question difficulty in real time and uses AI-assisted analytics to generate structured competency reports aligned to national standards. Secure digital proctoring safeguards integrity, while psychometric validation ensures reliability. AI outputs are used for decision support and are reviewed by authorised Ministry officials before they inform professional development or HR actions; access to results is role-based under Ministry data governance controls. To support national benchmarking, AI-assisted question generation has been used to develop an item bank of over 438,963 questions aligned to the competency framework; items undergo expert review and psychometric validation prior to deployment, and performance bands support consistent interpretation and targeted interventions.
The assessment has been implemented nationwide across all Emirates, reaching approximately 15,000 educators across school leaders, teachers, specialists, and administrators. The first national cycle established a unified baseline of competencies. A second national cycle further embedded the system within performance management and structured career progression pathways, reflecting institutionalisation within Ministry governance processes. Within this national deployment, a focused leadership pilot of 200 educators was implemented for principals and vice-principals. Through AI-supported diagnostics, including competency benchmarking, performance simulations, and gap analysis, 97 candidates were shortlisted based on readiness indicators. Of these, 57 were identified as immediately suitable for leadership roles, while 40 were classified as high-potential future leaders and entered structured professional development pathways combining targeted training, coaching, and applied leadership practice. A rigorous post-assessment using the same AI-enabled framework validated growth and ensured objective promotion decisions. This integrated model enabled evidence-based leadership selection while establishing a sustainable talent pipeline aligned with UAE Vision 2031.
