Initiative overview
Published in January 2025, the AI Opportunities Action Plan represents the most comprehensive articulation of UK AI ambitions since the 2021 National AI Strategy and was received with a formal Government Response that committed to acting on all 50 of Clifford's recommendations. The Plan is structured around three strategic pillars. First, foundations for AI: securing the physical and data infrastructure necessary for AI development, including a UK Compute Roadmap targeting GBP 1.5 billion in public compute investment, the National Data Library, the Sovereign AI Unit, and AI Growth Zones. Second, unleashing AI across the economy: accelerating AI adoption in key sectors including healthcare, education, energy, finance and public services, with specific recommendations for NHS AI deployment, an AI for Science Strategy, and the expansion of BridgeAI's regional adoption hubs. Third, securing the UK's future in AI: ensuring the UK benefits economically and secures domestic capability in frontier AI development, including through investment in UKRI's AI research programme and partnerships with leading AI laboratories. The Plan also includes a specific chapter on international AI leadership and positions the UK as a bridging actor between the US and EU approaches to AI governance.
