The Institute for the Public Service of Malta is implementing training programmes for public officers in Artificial Intelligence under a three-year agreement with educational institutions and government bodies. The training aims to build knowledge in AI fundamentals, applications, and responsible use. It is designed to improve how public servants use AI to enhance service delivery.

Initiative overview

In 2022, the Maltese government signed a Memorandum of Understanding involving the Institute for the Public Service, University of Malta, MCAST, eSkills Malta Foundation, and the Office of the Prime Minister. This agreement covers three years of AI training for public officers.

The aim of the training is to raise the capacity of public servants to apply Artificial Intelligence in government operations and internal processes. The training is expected to include courses at various levels, scholarships for those wishing to specialise, and collaboration with international institutions (e.g. drawing on material from Helsinki University).

While there is public documentation of these plans, the precise structure of an “Introduction to AI” module—covering machine learning, applications, and fundamentals—has not been fully detailed in the sources reviewed. Some content is clearly about foundational AI knowledge, but without full breakdowns in all cases.
