Initiative overview
CanChat is an internal web application hosted on departmental infrastructure using a Canadian-provided model. It supports knowledge-grounded responses, official languages, accessibility requirements and responsible use aligned with policy and governance. HICC is launching two priority AI use cases to streamline departmental operations and improve service delivery.
- The first is a generative AI assistant for the Build Canada Homes programme designed to help Canadians and partners navigate new housing initiatives with ease.
- The second is an automated analysis model for the National Housing Council that summarises complex public consultations, ensuring that diverse perspectives are accurately reflected in policy development.
Both tools prioritise universal accessibility to ensure that information and engagement remain inclusive for all Canadians.
Results, outcomes and impacts
The project is intended to provide secure and accurate GPT capabilities with the ability to adapt and train to HICC needs. It is expected to have decision-making capabilities, although this is not the primary use case. An Algorithmic Impact Assessment is forthcoming.
Challenges and lessons learned
At this time, the model can only use unclassified data and does not allow the use of protected or sensitive data.
