Initiative overview
Established under the CHIPS and Science Act of 2022 and administered by the Economic Development Administration (EDA). Congress appropriated USD 500M (FY2023 Consolidated Appropriations Act) to launch the programme, with total authorisation of USD 10B over five years (FY2023–FY2027) and approximately USD 541M appropriated as of FY2024. In October 2023, EDA designated 31 Tech Hubs from 197 applicants as Phase 1 designees; 29 received Strategy Development Grants. In July 2024, 12 hubs received Phase 2 Implementation Grants totalling approximately USD 504M (USD 40–70M per hub). Eligible consortia must include higher education institutions, state/local/tribal governments, industry partners, economic development organisations, and labour/workforce organisations. Focus areas include AI, semiconductors, quantum computing, autonomous systems, biomanufacturing, clean energy, critical minerals, and advanced manufacturing. The programme also provides technical assistance, networking, and access to federal funding for non-Implementation-funded hubs.
