Initiative overview
Egypt’s Second National Artificial Intelligence Strategy (2025–2030) is a government plan to expand the country’s use of digital technology in the economy and public life. The initiative is intended to use these tools to improve national resources, such as agricultural output and water management, and to make public services like healthcare more efficient
The primary goal of the strategy is to make technology a major part of the national economy. Specifically, the government wants artificial intelligence and digital services to contribute 7.7% of the total national income (GDP) by 2030. To reach this, the plan sets clear targets: training 30,000 specialists, supporting the growth of 250 new startups, and ensuring that at least 36% of the population uses AI-powered tools in their daily lives. The strategy is built on six "pillars":
1. Governance: Setting fair rules and ethics for how technology is used.
2. Technology: Building local tools, such as an Arabic-language "brain" (foundation model).
3. Data: Making high-quality information available for researchers and companies.
4. Infrastructure: Providing the physical hardware and fast internet needed for processing.
5. Ecosystem: Helping small businesses and inventors find funding and partners.
6. Talent: Teaching everyone from students to government workers how to use new tools.
The strategy is managed by the National Council for Artificial Intelligence, which brings together various government ministries, university experts, and private companies. It operates by launching specific projects—such as "smart irrigation" for farmers or automated diagnostic tools for doctors—to show how the technology works in the real world. International companies like Microsoft and Capgemini are also involved, helping to train tens of thousands of citizens and opening research centers in Cairo.
This plan is the "Second Edition," meaning it has evolved from a simpler version launched in 2021. While the first version focused on basic awareness and small tests, this new phase (2025–2030) is much more ambitious. It shifts from just using foreign technology to creating "Sovereign AI"—tools built by Egyptians using local data.
