The Scaleup Europe Fund is a multi-billion-euro, privately managed and publicly anchored growth capital fund announced by the European Commission in October 2025, aimed at investing in the most promising European companies in strategic deep tech areas, including artificial intelligence, quantum technologies, semiconductors, robotics, energy, space, and biotechnologies.

Initiative overview

The Scaleup Europe Fund responds to Europe's well-documented late-stage funding gap, in which promising companies have struggled to access the growth capital needed to compete with US and Asian peers. The fund operates as a market-based, privately managed and privately co-financed growth vehicle, focusing on late-stage and growth capital investments in major European-led investment rounds across strategic deep tech sectors. The Commission is a founding investor alongside a group of leading European institutional investors announced on 28 October 2025, including Novo Holdings, EIFO (Denmark), CriteriaCaixa, Santander/Mouro Capital, Fondazione Compagnia San Paolo/Intesa Sanpaolo/Fondazione Cariplo, APG Asset Management (on behalf of Dutch pension fund ABP), Wallenberg Investments, and BGK (Bank Gospodarstwa Krajowego). An independent fund manager is being selected through a public call for expressions of interest (closed February 2026); appointment is expected in April 2026. A second fundraising round will follow to diversify the investor base.
