An initiative to support citizen engagement in the public sector, ION, an AI counsellor designed to serve as a link between Romanian citizens and the executive branch of government, leveraging natural language processing and computer vision techniques with the aim of capturing the sentiments of Romanian citizens in real time. This tool was developed with a Bucharest-based company - Humans.ai - in collaboration with Romanian AI researchers and computer science professors.

Initiative overview

Romania’s ION is an AI “counsellor” launched in 2023 to improve how the government listens to citizens. Developed with the Bucharest-based company Humans.ai and local researchers, it was presented by the prime minister as the world’s first AI honorary government adviser.

The tool gathers input directly from citizens through an online platform and also scans social media to track public concerns. Using natural-language processing, it identifies key topics and measures sentiment, offering officials a quicker view of what matters to the public. A mirror-like installation also allows people to leave messages in person.

ION’s main goals are to strengthen citizen engagement, reduce the delay in detecting issues, and bring real-time evidence into policymaking.
