Initiative overview

Romania has introduced a training programme for civil servants under Order no. 234/2022, issued by the National Agency of Public Officers. The goal is to update staff skills in ICT and emerging technologies, including artificial intelligence, to meet the growing digital demands of public administration.

The Order sets out priority areas (including digital literacy, cybersecurity, data management, and AI awareness) that ministries and agencies must include in their annual training plans. Courses are delivered through the National Institute of Administration and accredited providers, ranging from introductory modules to more advanced training.
