Uruguay's AI Strategy promotes the safe and responsible use of artificial intelligence to benefit people and all sectors of society. It sets rules for how AI should be developed and used, builds national skills and infrastructure, and supports innovation. The goal is to use AI for inclusive growth, better public services, and sustainable development.

Initiative overview

This National Artificial Intelligence Strategy serves as the cornerstone for the implementation of a public AI policy that encompasses the public and private sectors and all stakeholders. It aims to enhance Uruguay's sustainable development across all dimensions, contributing to inclusive economic growth, the country's environmental sustainability, and the strengthening of its sovereignty.To this end, the National Strategy establishes the foundations for national AI governance based on a multi-stakeholder approach. It ensures the capacities needed to harness AI for the development of various economic sectors and to achieve a more egalitarian and inclusive society. The Strategy builds upon and simultaneously promotes the progress made by the country in digital transformation, research, and innovation.The Strategy aligns AI policy with the National Cybersecurity Strategy (2024“2030), the National Digital Citizenship Strategy for an Information and Knowledge Society (2024“2028), and the National Data Strategy (2030), co-created alongside this document.In the public domain, it provides sustainability to the achievements realized through the AI Strategy for Digital Government (2020) and aims to deepen these efforts by advancing the use of AI to improve public services and the management of public entities.It lays the groundwork to foster and optimize public and private investment, enabling the country to develop the necessary infrastructure and capacities for AI deployment across both public and private sectors. The Strategy acknowledges the significant challenges Uruguay faces in this area, considering the scale of its economy and national budget.The Strategy does not overlook the risks AI poses to society, human rights, and democracy. On the contrary, it establishes the foundations to address these risks appropriately and effectively, outlining various action lines aimed at developing regulatory frameworks and the necessary capacities while promoting collaboration among all stakeholders.The approved Strategy is based on 10 guiding principles in accordance with article 74 of Law No. 20.212, of November 6, 2023. It also contains 12 lines of action organized into 3 Pillars: Governance, Capabilities for AI and Sustainable Development and the creation, monitoring and review process statement.

The development process of the National Artificial Intelligence Strategy was led and coordinated by Agesic, in collaboration with the Public Sector Strategic Committee for Artificial Intelligence and Data, in accordance with Article 74 of Law No. 20.212 of November 6, 2023. It received technical support from the Development Bank of Latin America and the Caribbean (CAF) and the United Nations Educational, Scientific and Cultural Organization (UNESCO).
