A set of guides designed to help public servants and the general public understand and responsibly use AI tools, without requiring prior IT knowledge. They provide an overview of Generative AI, its limits and risks, practical guidance for ethical use in the Brazilian public sector, tips for selecting tools, and best practices for prompt design, demystifying AI and supporting its responsible adoption.

Initiative overview

The advancement of technology demands an increasingly agile, efficient, and innovative public service. To this end, the Government's AI Center offers public servants the tools and knowledge to master Artificial Intelligence responsibly, ethically, and strategically. Our materials are the path for each public servant to optimise their work, make more assertive decisions, and deliver excellent public services to citizens.

  • Guide 1 - Generative AI in Public Service: This guide aims to support public servants in understanding and responsibly using Generative Artificial Intelligence (GAI) tools. It provides an overview of GAI, clear explanations of its challenges and limitations, and practical guidance for the ethical and effective use of these tools in the Brazilian public sector.
  • Guide 2 - Practical Prompt Guide: This material offers recommendations on the effective and responsible use of generative AI tools, as well as assisting in the creation of clear and objective prompts that optimise the daily activities of public servants. The main objective of this document is to guide public servants in: critically selecting and experimenting with available artificial intelligence tools; To build good prompts to obtain useful, ethical, and safe answers; to identify use cases that optimise and increase the efficiency of public service; to provide tools for prompt optimisation.

There is also a Glossary of AI-Related Terms, with words applicable to the AI context.

Results, outcomes and impacts

  • Dissemination of materials through workshops and events aimed at public servants, with presentations generating significant interest at these times.
  • A significant number of accesses to materials. 
  • The guides and booklets are initial materials to spark the interest of public servants in the AI training tracks made available by the agency.

Challenges and lessons learned

  • There are still challenges in dissemination, reach, and cultural resistance from some people regarding the use of AI.
  • There is still need for clarification of AI definitions and the indispensable need for human review to bring more security.
  • The use of spaces such as events with "Prompt Courses" demonstrates the effectiveness and limits of the tool and elucidates the functioning of LLMs, which contributes to the understanding of the materials.
