Initiative overview

Uzbekistan’s national artificial intelligence (AI) initiative aims to accelerate the digital transformation of the country by introducing AI solutions into key economic and social sectors. The initiative addresses the need to modernise industries, improve decision‑making, and increase efficiency in sectors such as healthcare, education, agriculture, fintech and banking, energy, as well as tax and customs administration. By leveraging AI, the country seeks to reduce manual work, improve service quality, and foster innovation across both public and private sectors.

The initiative is guided by the National AI Strategy and Cabinet of Ministers Resolution No. 425 (2025), which outlines priority AI projects for 2025–2026. Its primary objectives are to:

  • Implement AI solutions that enhance the quality of services and operational efficiency in priority sectors;
  • Develop local expertise and foster research and innovation through public‑private partnerships and startup support;
  • Build the necessary digital and data infrastructure for sustainable AI deployment;
  • Ensure that AI applications contribute to economic growth and social well‑being.

Over time, the initiative is expected to evolve into a sustainable, institutionalized program. Key steps include developing ethical and legal frameworks for AI, integrating AI projects into sectoral digital strategies, and expanding pilot projects to nationwide implementations. Capacity‑building programs, training of AI specialists, and the creation of open data and research platforms will ensure long‑term scalability. Future phases will involve active collaboration with international partners to bring global best practices and advanced technologies to Uzbekistan.

Since its inception, the initiative has progressed from strategic planning to practical implementation. Initial efforts focused on defining priority sectors, adopting regulatory frameworks, and launching pilot projects. The current stage emphasizes execution, monitoring outcomes, and adjusting the approach based on measurable results. These efforts have been recognized by international platforms: in 2024, Uzbekistan rose by 17 positions in the Oxford Insights Government AI Readiness Index, reflecting significant progress in AI development and readiness.
