The AI Strategy is a continuation of Estonia's previous national AI Strategy implemented in the period of 2019“2021.

The Strategy is a sum of actions that Estonian government will take to advance the take-up of AI in both private and public sector, to increase the relevant skills and research and development (R&D) base as well as to develop the legal environment. This strategy is also Estonian national AI strategy in the European Union's coordinated AI action plan context, synchronised with and supporting relevant EU-level activities.

Hankelooja is an AI-assisted tool designed to make public procurement faster and more automated, helping to reduce delays in the process. Procurement preparation is time-consuming and involves multiple officials, making it repetitive, fragmented and prone to inconsistent results. The tool generates structured draft documents based on past tenders and user input, including technical descriptions and evaluation criteria, reducing manual work and allowing officials to focus on key decisions.

The Estonian Parliament (Riigikogu) introduced an in-house AI assistant to address time-consuming and fragmented access to large volumes of legislative information. Previously, legal and research staff processed inquiries manually, making document retrieval labour-intensive and difficult to scale. The assistant enables users to search across legislative materials, ask questions about draft laws and access relevant information from multiple data sources, supporting more efficient legislative work

OTT2 is an AI-powered decision support system that helps Estonia’s Unemployment Insurance Fund prevent long-term unemployment. It combines data from public registries to assess each jobseeker’s employment prospects in real time, enabling counsellors to identify those at highest risk and focus support where it is most needed. With above 98% forecast accuracy, it eliminates laborious and error-prone manual work and it enables a policy pilot to dedicate counselling resource to high-risk customers.
