Initiative overview
Japan’s Artificial Intelligence Basic Plan, adopted by Cabinet decision on 23 December 2025, sets out the basic policy framework for promoting the research, development and utilisation of artificial intelligence-related technologies. The plan defines the overall concept, policy directions and measures to be implemented by the government.
The document is structured into four main components. First, it presents the basic concept, including the positioning of AI as a technology underpinning economic and social development and the objective of enhancing its use and development. Second, it sets out basic policies for promoting AI innovation. Third, it details government measures, organised into four areas: accelerating AI utilisation across sectors; strengthening AI development capabilities; advancing AI governance; and supporting transformation of economic and social systems.
The plan also establishes provisions for implementation, including coordination across ministries and agencies, follow-up and monitoring, and mechanisms for revision. It provides for alignment with related strategies in science, technology and digital policy, and identifies the need for comprehensive and systematic promotion of AI-related measures.
