The Government of Alberta is deploying AI-supported tools to modernise service delivery, including secure knowledge retrieval, automated application development, and enterprise generative AI. These tools help staff respond faster, work more consistently, and improve service quality for Albertans.

Initiative overview

The Government of Alberta is advancing a multi-faceted AI modernisation initiative to improve the accuracy, speed, and consistency of public service delivery. Several AI capabilities are being deployed in parallel across ministries to support drafting, research, analysis, and operational efficiency. These include AI-augmented software development processes, on-premises large language models for secure knowledge retrieval, and enterprise generative AI tools embedded into everyday digital work environments. 

One core component is the development of an AI-enabled ‘application factory’ model. This approach automates and standardises the software delivery lifecycle—from request intake to deployment—using approved templates, AI-assisted workflows, and secure development patterns. This enables faster delivery, higher security, and improved auditability across ministries. The Government of Alberta is also implementing retrieval-augmented generation (RAG) using on-premises large language models grounded in approved corporate knowledge, legislation, and procedural content. This allows employees to obtain accurate, policy-aligned responses to complex queries while maintaining full data sovereignty and privacy. 

Generative AI is being scaled across the enterprise through the rollout of Gemini Enterprise and Microsoft Copilot. A ‘train-then-enable’ model ensures responsible adoption, while SharePoint-grounded Copilot agents and advanced reasoning agents support consistent, source-driven outputs. Beginning 1 April 1 2026, over 45% of public servants will have access to M365 Copilot, enabling the creation and sharing of AI agents across the organisation. Collectively, these initiatives are positioning Alberta to responsibly adopt AI at scale, improve employee productivity, strengthen decision-making, and streamline interactions with citizens and businesses.

Results, outcomes and impacts

Early adoption shows improvements in speed and consistency of internal workflows. The AI-assisted application factory reduces development time and increases standardisation, while secure RAG models improve the accuracy of complex information retrieval. Enterprise AI tools support faster drafting, analysis, and research. With over 45% of staff adopting M365 Copilot by April 2026, Alberta expects substantial productivity gains and more consistent, policy-aligned service delivery.
