The AI Portugal 2030 strategy aims to foster a collective process mobilizing citizens at large and key stakeholders in particular, towards building-up a knowledge intensive labour-market with a strong community of forefront companies producing and exporting AI technologies supported by research and innovation communities involved in excellent high level research.

Initiative overview

This strategy is fully in line with the EU's Coordinated Action plan and is part of INCoDe.2030, Portugal's initiative aimed at enhancing digital skills. AI Portugal 2030 is spearheaded by the INCoDe.2030 Coordination Structure, in collaboration with the Portuguese Science and Technology Foundation (FCT), the Portuguese Innovation Agency (ANI), Cincia Viva, and the Portuguese Agency for Administrative Modernisation (AMA). The initiative was launched in February 2019 by the Minister of Science, Technology and Higher Education, following six public discussion meetings that began in October 2018. Additionally, it follows the launch of the Mobilizing Program to Foster AI in Public Administration by FCT on March 1, 2018, which has already conducted two project calls in March 2018 and March 2019. In December 2018, FCT also initiated three Collaborative Laboratories (CoLABs) that engage industry and R&D units from higher education institutions in AI-related activities, specifically: the Digital Transformation in Industry CoLAB, the Smart Farm CoLAB, and the CoLAB focused on Cyber-physical Systems and Cyber Security.The objectives of AI Portugal 2030 are built upon seven foundational pillars:1. Enhancing societal well-being through sustainability, resource management, and job creation;2. Promoting AI skills and fostering "digital minds" for everyone through education, lifelong learning, and talent attraction;3. Creating new job opportunities and developing an AI service economy;4. Establishing Portugal as a living laboratory for testing new innovations in areas such as urban transformation, sustainable energy, biodiversity, autonomous driving, cybersecurity, and quantum materials for AI;5. Securing niche markets in Portugal with specialized services in natural language processing, real-time AI applications, software development, and edge computing;6. Contributing to advancements in knowledge and innovation through AI research;7. Enhancing public services for citizens and businesses by leveraging available data for evidence-based decision-making.The Action Plan outlines seven key action lines:1. Inclusion and Education: spreading general knowledge about AI;2. Qualification and specialization;3. Research and innovation in specific thematic areas within European and international networks;4. Modernizing public administration;5. Specific areas of focus.
