The National Artificial Intelligence Office (NAIO) is responsible for convening sectoral working groups as part of the Plan's implementation. The Plan also proposes independent advisory committees covering ethics, safety, and technical matters to review standards and complex cases. At the institutional level, an inter-agency AI Governance Council is proposed to provide strategic direction, and coordination with the Personal Data Protection Commissioner (JPDP) is identified as a core governance need.

Monitoring mechanism description
Monitoring combines quantitative KPIs and qualitative review. Proposed KPIs include adoption metrics (number of certified deployments, sectoral uptake), economic indicators (AI investment, jobs created), capability measures (number of accredited DPOs, trained public servants), and risk indicators (number of reported incidents, bias complaints, data breaches). NAIO would produce an annual National AI Report tracking progress against the Plan and disclosing aggregated incident statistics. The Plan recommends establishing a central incident reporting portal and a mechanism for cross-sector market surveillance. Periodic third-party evaluations (mid-term in 2028 and end-term in 2030) are proposed to assess outcomes, effectiveness and international competitiveness, with findings feeding into policy updates.
