In 2020, during the World Economic Forum Annual Meeting in Davos, the Government of Rwanda signed an agreement with the Forum to establish C4IR Rwanda.Part of a network of 19 centres globally, C4IR Rwanda is shaping the trajectory of the Fourth Industrial Revolution with local knowledge that can empower global change.

Law No. 058/2021 of 13 October 2021 Relating to the Protection of Personal Data and Privacy was published, on 15 October 2021, in the Rwanda Official Gazette ('the Law'). In particular, the Law establishes among others, the following principles: lawfulness, fairness and transparency, purpose limitation and accuracy.

The process for designing the framework launched with a collective intelligence workshop in September 2020, in which a diverse set of stakeholders gathered to identify and prioritise key AI opportunities, risks, and socio-ethical implications in the country.
