The OECD.AI Policy Navigator

The initiative represents the Concept for the State Scientific and Technical Program for the Development of Artificial Intelligence in Ukraine, adopted by the Cabinet of Ministers in 2024. It addresses the growing need to strengthen Ukraine’s scientific and technological capacity in the field of artificial intelligence (AI), focusing on leveraging AI to modernize priority sectors of the national economy.

Objectives:

• To define strategic directions and specific tasks for the development of AI technologies, while introducing mechanisms of state support for innovation. 
• Creating favorable conditions for research, development, and deployment of AI solutions, particularly in priority economic sectors such as mechanical engineering, chemical and petrochemical industries, coal mining, defense industry, nuclear industry, scientific and scientific-technical activities, healthcare, and agriculture. 
• Promoting the integration of AI technologies into these sectors, the initiative seeks to improve efficiency, productivity, and decision-making processes, ultimately contributing to the strengthening of Ukraine’s economic potential and its position in the international market.

Impact:
As a newly adopted policy instrument (2024), the initiative is at an early stage of implementation. However, it builds upon earlier efforts to develop a national AI strategy, including the 2020 Concept for the Development of Artificial Intelligence in Ukraine. The current Concept represents a more targeted and applied approach, focusing not only on general principles but also on mobilizing national resources for scientific and industrial AI development. 

Future outlook:

In the long term, the initiative is expected to evolve into a comprehensive program that will guide Ukraine’s AI ecosystem, attract investment, and promote responsible and human-centered AI development.
