Initiative overview

The Digital Transformation Guidelines 2021“2027 is Latvia's national policy framework guiding digital development across society, the economy, and public administration. The initiative was designed to address key challenges and opportunities in digitalisation, including the low level of digital technology adoption among businesses, lack of ICT specialists, and the need for more efficient, user-friendly public services. It builds upon Latvia's National Development Plan (NDP 2027) and aligns with EU strategies, including the Digital Europe Programme and Sustainable Growth Strategy, to support a digitally empowered and inclusive society.The Guidelines set five main development priorities: digital skills and education; digital security and trust; access to telecommunications and computing; digital transformation of the economy and public administration; and innovation, ICT industry, and science. Objectives include expanding broadband access, increasing public use of e-governance services, improving digital literacy, supporting SMEs with digital tools, and encouraging greater collaboration between the public and private sectors. Particular emphasis is placed on ensuring that all citizens can participate in and benefit from digital technologies throughout their lives.The initiative is being implemented through coordinated efforts between ministries, municipalities, the private sector, and NGOs. Funding comes from a mix of EU funds, state budget allocations, and private investment, with annual budget reviews to prioritise digital initiatives. One notable success has been the communication and training campaign My Latvia. Do it Digitally!, which helped over 6,000 professionals guide citizens in using e-services. However, gaps remain in SME digital adoption and ICT workforce capacity, both of which are key focus areas moving forward.Over time, the Guidelines are expected to evolve based on progress reviews and funding opportunities. Implementation is supported by strategic governance mechanisms, including cross-sectoral working groups and performance indicators. As digital technologies continue to advance, Latvia plans to strengthen its digital ecosystem, promote innovation, and increase competitiveness, while ensuring no one is left behind in the digital transition. These efforts aim to build a resilient, open, and future-ready society by 2027 and beyond.
