Initiative overview

Slovenia's "eHealth Strategy for a Healthier Society" is a comprehensive initiative aimed at transforming the national healthcare system through digitalization. Developed with support from the European Commission's Structural Reform Support Programme, the strategy outlines objectives for the period 2022–2027.

Key Components:

  • Unified Electronic Health Record (EHR): The strategy emphasizes the implementation of a nationwide EHR system to centralize patient data, enhancing accessibility and continuity of care.
  • National Telemedicine Framework: A national framework for telemedicine services is being designed to facilitate remote consultations and healthcare delivery, improving access to services across the country.
  • Legislative Reforms: The strategy includes revising existing legislation to enable better oversight of the eHealth system, streamline data flows, and ensure secure data exchange.

Implementation and Expected Outcomes:

The strategy aims to optimize and integrate existing health information systems, improve data security, and enhance the efficiency of healthcare management processes. By 2027, Slovenia seeks to establish a patient-centered, secure, and interoperable digital health ecosystem that aligns with EU frameworks such as the European Health Data Space and the Digital Decade 2030 objectives.

Governance and Stakeholder Involvement:

A hybrid governance model will be established, balancing national standardization with local autonomy. A Central National Unit (CNU) will coordinate efforts, supported by advisory and executive boards that include key stakeholders from healthcare providers, policymakers, and payers.
