The Enterprise Compute Initiative (ECI) is a Singapore government programme administered by Digital Industry Singapore (DISG), with up to SGD $150 million set aside at Budget 2025. Designed to support Singapore-based companies in advancing their AI transformation, the programme provides cloud credits and consultancy services through major cloud service providers, Google Cloud, Microsoft, AWS, and Oracle, to help companies develop a Minimum Viable Product and establish dedicated AI teams.

Initiative overview

The ECI is structured around three key actors working in coordination. Digital Industry Singapore (DISG) administers the programme, assesses company applications, and awards grants to consultant partners on behalf of the government. Cloud service providers, Google Cloud, Microsoft, Amazon Web Services, and Oracle, provide access to compute, cloud platforms, and AI tools, and connect participating companies with nominated consultant partners. Consultant partners, selected by cloud service providers for their platform expertise, work directly with companies to develop an AI roadmap and support the development of a minimum viable product and change management processes.

Each participating company receives cloud credits and consultancy services. Google Cloud offers up to SGD $200,000 in training licences; Amazon Web Services provides a baseline of SGD $350,000 in cloud credits with up to SGD $600,000 through complementary programmes; Microsoft offers up to SGD $250,000 in Azure credits and up to SGD $700,000 in co-development services for select businesses; Oracle provides up to SGD $250,000 per company, and up to SGD $1.9 million for enterprises requiring private cloud infrastructure. The total supportable consulting cost is capped at SGD $150,000, with DISG covering 70% of actual costs, capped at SGD $105,000 per company.

Participating companies are expected to fully commit manpower and technical resources for approximately six months, and to deliver an AI roadmap and a minimum viable product tested with at least five end-users. The programme runs one year from the launch date of each cloud service provider, with multiple cohorts launched on a rolling basis. Companies that progress quickly and demonstrate readiness for broader AI plans may be considered for further support by DISG.
