The main task of the Sandbox is to help developers in the fields of artificial intelligence (AI) and blockchain create high-quality products in conditions where no specific legislation on these technologies yet exists. The initiative provides companies with free audits, consultations, and recommendations to improve their high-tech products.

Initiative overview

The initiative aims to create conditions for innovation in the use of AI. The regulatory sandbox approach allows developers to test their solutions in a real-world environment in the absence of established regulatory procedures, while also receiving technical, legal, and other forms of expert support. The experience gained is intended to inform the development of appropriate legal and ethical frameworks for the deployment and use of such innovations.

Impact:

  • This initiative responds to the growing need to foster responsible and secure AI development in Ukraine. As AI applications become more widespread, especially in critical sectors such as healthcare, security, education, and public services, there is an urgent need to balance innovation with the public interest, safety, and compliance with national and international standards. 
  • The sandbox framework addresses this need by offering a structured, transparent mechanism to assess new technologies before they are scaled or deployed more broadly. It helps identify legal gaps, reduce regulatory uncertainty, and ensure that AI tools meet effectiveness, relevance, and safety criteria before entering the wider market.

Future outlook:

In the future, the initiative could be institutionalised as a permanent tool for evaluating emerging AI solutions in a safe and flexible environment. Based on the results of the two-year pilot, the government may extend the project, expand its scope, or integrate the sandbox approach into broader regulatory reform. The experience gained will not only contribute to the development of national legislation in the fields of AI and blockchain, but also help identify and address gaps in existing laws and support the preparation of proposals for their amendment.
